Jenee Rawlings

President and CEO

Jenee has worked for Yolo FCU since 1989 and graduated from Western CUNA Management School in 1996. She has a Bachelor’s degree in Business Management with a focus in Organizational Psychology and is certified as a Professional in Human Resources (PHR) through the Society of Human Resource Management. She received her Master’s in Business Administration from Arizona State University. She is involved with many volunteer activities throughout Yolo County. Jenee serves as Board Treasurer of St. John's Retirement Village and is also on the Boards of the Woodland Sunrise Rotary Club, the Rainbow Chamber of Commerce, the Human Resource Directors Network, and is a member and past President of the Woodland Healthcare Auxiliary.

Matthew Isika

Vice President – Lending

Matt has worked for Yolo FCU since 2006 and graduated from California State University, Sacramento with a Bachelor’s degree in Economics. He has been in the credit union industry since 1999 and has served as volunteer for several nonprofit organizations, including the Yolo County Neighborhood Court. Matt is the Vice President of the California Credit Union Collectors Council. He has conducted workshops in the areas of credit counseling and homebuyer education seminars. In addition to overseeing the Collections Department, Matt is responsible for all areas of lending including consumer, real estate, and commercial business lending.

Matt Lane

Chief Financial Officer

Matt has worked for Yolo FCU since 2009 and graduated from Arizona State University with a Bachelor’s degree in Accounting. Matt earned his MBA from Cal State Monterey Bay and is also a Certified Public Accountant (CPA). Matt was recognized as an honoree for CFO of the Year 2018 by the Sacramento Business Journal and is a member of the Global Advisory Board for the CFO Alliance. Prior to joining Yolo FCU, Matt held accounting roles in various industries including retail, education, and insurance. Matt oversees the Accounting and Support Services Departments, as well as Information Technology. As the president of Yolo Arts, a non-profit increasing awareness of the arts, Matt proves he's not just a numbers guy.

Kelley Jacobsen

Vice President - Marketing & Operations

Kelley has worked for Yolo FCU since 2012 and graduated from William Jessup University with a Bachelor's degree in Business Management. Kelley is a lifelong Yolo County resident and has spent her professional career in Marketing. In addition to Marketing, she also oversees all branch operations, including the digital branch. Kelley is involved in many volunteer activities throughout Yolo County, as well as serving on the Board of Directors for the Woodland Chamber of Commerce.

Pennie Holck

Vice President - Human Resources

Pennie has worked for Yolo Federal since 1980 and graduated with honors from Western Cuna Management School at Pomona College. Under her leadership, Yolo FCU has enhanced automation of HR processes, improved recruitment and talent management, and ensured competitive employee compensation and benefits. Pennie continues to focus efforts on creating a strong leadership development program and a workforce planning strategy to identify current and future workforce gaps, to ensure that Yolo Federal has the required talent to execute their business strategy well into the future.


William C. Schemel


William has been on the Board of Directors since 1980 and has served as Chairman of the Board for much of that time. The credit union has grown during William’s service from one small branch in Woodland offering share accounts to a full service financial institution with multiple branches throughout the county. William has a Bachelor's degree in Electrical Engineering from UC Davis and a Juris Doctor from University of the Pacific. He worked as a prosecutor for over 30 years.

Phil L. Marler

Vice Chairman

An avid supporter of credit unions, Phil has been a lifelong member of credit unions and a member of Yolo Federal Credit Union since 1993. Phil has a Bachelor’s degree in Business Administration and Master's in Hospital Administration. Phil served as Executive Director/Integrated Services for Woodland Healthcare for five years and as Assistant City Manager of the City of Woodland for ten years.

Robyn Rominger


Robyn has served on the board since March 2005. She previously served on the Loan Committee of the Mid Delta Credit Union in Indianola, Miss. Robin is a long-time Yolo County resident, having grown up in Davis and living for a time in Woodland. She has resided in Winters since 2001. Robyn has a Bachelor of Arts degree in government-journalism from Cal State Sacramento. She also is a 2001 graduate of the USA Rice Leadership Development Program. Robyn has been a professional journalist for 20 years, specializing in agricultural journalism.

Captane (Cap) P. Thomson


Cap is now retired after 27 years as the Yolo County Mental Health Director, but still maintains a private practice. A board member since 2002, Cap has a strong interest in seeing the credit union continue to assist families with their financial needs.

Debbie Bruno


Debbie was born in Woodland and believes it is important to give to her community. Debbie has been a member of PTA at all levels of public schools, a board member of YMCA, the Woodland Opera House, and St. John’s Retirement Village. Debbie has been a realtor for more than 20 years and is a past president of the Yolo County Association of Realtors. Debbie holds a Bachelor’s degree in Sociology from the University of Hawaii.

Byron E. MacConnell


Byron has been a resident of Yolo County since 1981 and has worked in the title industry since 1973. Byron is an Eagle Scout and has been very active in the community volunteering for Elderly Nutrition Meals for more than 20 years, a past president of AM Kiwanis Club of Woodland and a current member of Woodland Sunrise Rotary Club. Byron also serves the community as a blood donor and currently has reached the Centennial mark.

David J. Thompson


David is an active proponent of providing housing opportunities for everyone and expanding the credit unions offerings to first time home buyers. David has lived in Davis for more than 25 years and is a former board member of the Davis Food Co-op, former regional Director of the National Cooperative Bank and President of the Twin Pines Cooperative Foundation. David is a well-known Cooperative expert recognized throughout the Country and Europe.


Floyd McCain

Following a long and very successful career with Yolo County as the Personnel Manager, Floyd worked with several non-profits in the county before joining up with Yolo FCU. Floyd joined the Supervisor Committee in 2000 and has served as Chair for most of that time. Floyd enjoys attending the Board meetings and seeing the members’ interests are protected with annual audits. Floyd is an accomplished tennis player with a full trophy case.

Bernadette "BE" Murray

Bernadette "BE" Murray has practiced massage as a sole proprietor in Woodland since 1996. In addition to managing her massage practice, BE has been an active volunteer in several nonprofit and consumer cooperative organizations, including serving on the Davis Food Cooperative Board of Directors from 2003-2006. BE served as the Treasurer from 2003-2004, and during her term as Vice President also served as Chair of the Audit Committee. A member of Yolo Federal Credit Union since 1996, Bernadette welcomes the opportunity to serve on the Supervisory Committee.

Shelley Sammut

Shelley retired after over 27 years of service with Yolo County where she managed the Payroll Division in the Human Resources Department. She also worked in the areas of employee benefits, budgeting, and IT systems administration. Shelley enjoyed being involved in Woodland youth music and sports programs while her son attended school. She currently trains for triathlon and running events with her husband, Dave, and enjoys adventures with her adult children and first grandchild!
